Data Management Planning Workshop
Download the one-pager for this workshop track (PDF)
Led by Jim Sargent
Overview
Managing data throughout its life cycle takes forethought and planning. The role of a data management plan is to facilitate that process. NOAA is developing a procedural directive that will require, and provide guidance for, data management plans for all NOAA systems and projects that produce data. This workshop will stimulate a NOAA-wide conversation about data management planning by listening to top leaders in data management and providing participants an opportunity to shape the draft Data Management Planning Procedural Directive.
Tuesday's sessions 3-4 will feature an expert panel with leaders in data management from the public and private sectors. Speakers will include Dr. Chris Greer from the White House Office of Science and Technology; Dr. Clifford Jacobs from NSF.s Geosciences Directorate; Mike Daconta, author, lecturer and columnist; Dr. Sara Graves from the University of Alabama; and NOAA.s Dr. Tom Karl.
Wednesday's sessions 5-6 will provide an in-depth look at the draft Data Management Planning Procedural Directive and provide participants the opportunity weigh in on and shape the directive.
Intended Audience
Data management project leaders, data managers, and NOAA management.
Objectives
- Develop community around data management planning and generate a shared understanding of the planning process.
- Discuss and reach consensus on the draft Data Management Procedural Directive including guidance on the approval process, keeping plans up to date, measurements of success, etc.
Data Access Workshop
Download the one-pager for this workshop track (PDF)
Led by Jeff de La Beaujardiere and Kevin O'Brien
Overview
This workshop focuses on the approaches to delivering environmental data to users via online services.
Throughout this workshop, we will seek to gain a broader understanding of the various data access projects being pursued by NOAA. We will use this understanding to look for opportunities for collaboration toward enhancing interoperability, cataloging and tools within a service-oriented architecture.
Intended Audience
Data managers and practitioners with an interest in learning about and leveraging what others in NOAA are doing. Participants are invited to prepare short presentations or demonstrations of projects or systems during one of the sessions.
Objectives
- Identify areas of agreement, problems for near-term focus and collaboration, issues for long-term resolution through a review of commonalities, differences, and opportunities
- Highlight current activities, projects, and approaches to providing access to environmental data
- Discuss opportunities, strengths, weaknesses, and limitations in delivering web service within NOAA
- Document recommended approaches to encourage convergence within NOAA
- Encourage the development of a community for sharing experiences, expertise and tools to support that effort
Data Documentation Workshop
Download the one-pager for this workshop track (PDF)
Led by Ted Habermann and Jaci Mize
Overview
NOAA's Data Documentation Procedural Directive provides background information and outlines responsibilities for documenting NOAA's environmental data and information by establishing a metadata content standard and a recommended representation approach. It reiterates that data documentation and metadata shall be required components of any data collection or analytical production effort. This workshop provides training on techniques and strategies for achieving better data documentation.
This hands-on workshop will focus on learning the ISO Metadata Standards by translating and improving existing FGDC, CSDGM, BIO, or RSE records.
Intended Audience
This workshop track is targeted at people that are familiar with content of some FGDC records, interested is exploring how ISO can be used to extend that content, and familiar with or at least not afraid of XML.
Bring with you
Participation will be most effective if you bring a laptop with an XML editor (Oxygen is recommended and a free 30-day trial is available) and some metadata records. These items can be shared by teams of 2, but that will result in decreased hands-on time for each team member.
Objectives
- Assess the current state of documentation and Identify documentation expertise
- Discuss mechanisms for evaluating the completeness and quality of data documentation
- Promote and highlight good examples of documentation and the individuals involved in their creation
- Create and Improve Metadata (Data Collectors/Providers, Data Stewards and Standards Experts)
- Discuss best practices for publishing and preserving Metadata (Data Stewards)
Data Preservation Workshop
Download the one-pager for this workshop track (PDF)
Led by Ed Kearns, Nancy Ritchey and Drew Saunders
Overview
This workshop focuses on issues related to the long-term preservation and stewardship of NOAA's environmental data. We will describe the problems and best practices related to data and information preservation as we seek to further develop community around issues related to the preservation of information content.
Intended Audience
Program managers, data producers, data managers, and NOAA management.
Objectives
- Familiarize participants with the "NOAA Procedure for Scientific Records Appraisal and Archive Approval" process
- Outline the way forward for the development of a "How to Archive" concept of operations building on the work of the Archive Architecture Team
- Discuss the Open Archival Information System - Reference Model (OAIS-RM) as a common language for discussing the long-term preservation and stewardship of information
- Discuss preservation and stewardship standards such as configuration management, data migration, and common data model
- Discuss Data stewardship and information preservation in the "cloud": federation, dynamic processing, and work flows in a widely distributed system
